After a 3-year-old girl was seen walking a dog near the intersection of Noroton Avenue and West Elm Street, and her 8-year-old brother on a bicycle in the neighborhood, their father’s girlfriend was charged with leaving them unsupervised, police said. Police gave this account of what happened, including accusations not proven in court:

At about 5:18 p.m. on Sunday, Oct. 13, a report came to police about the young girl walking her dog. Police were dispatched to the Noroton Avenue/West Elm Street intersection, where a resident of Chestnut Street told them he’d seen the girl playing with what he thought was her brother about an hour before in the Heights apartment complex on Allen O’Neill Drive. Police then found the brother riding his bicycle in front of Building 5 in the complex.
